The 2nd Euro-Mediterranean Conference, held in Malta, moved forward with and
complemented the Barcelona Declaration of Principles and Objectives.
Considerable progress was made in the development of the Euro-Mediterranean
Association, in spite of the complex regional situation regarding political and
security issues. The participants highlighted the importance of
establishing a balanced development of the Association through the gradual
application of its working programme, as well as the three Chapters of the
Barcelona Declaration: collaboration on political and security issues;
economic, financial and social collaboration; and collaboration on cultural and
human affairs. The participating Foreign Affairs Ministers agreed to give
priority to the objectives established in Barcelona and supervise their
implementation before each Euro-Mediterranean Conference.
